GOOGLE ADS FOR SERVICE BUSINESSES
Plan for enquiries.
Measure beyond clicks.
A useful Google Ads budget starts with what a customer is worth to your business, what you can afford to spend acquiring that customer and how enquiries become sales. Clicks alone do not show whether advertising is working. Combine a clear offer, a suitable landing page and tested measurement before deciding how much to invest.

This guide explains how to build a budget scenario, investigate clicks without enquiries and choose whether Google Ads or SEO deserves your first investment.
01
Which Google Ads budget fits your goal and margin?
There is no universal starting budget. Define the service you want to sell, the customers you can actually serve and your available delivery capacity. Then work backwards from a realistic acquisition allowance. Keep advertising spend separate from management fees, creative work, landing-page work and measurement costs.
Define the value of a customer
Estimate revenue minus the variable costs of delivering the service. Decide how much of that contribution you can allocate to acquiring a customer while covering overheads and retaining profit. Do not assume future repeat sales without evidence.
Estimate enquiry quality and close rate
Use comparable historical data where available. A form submission, a qualified enquiry and a paying customer are different stages. Your budget model should reflect which stage each percentage describes.
Set an affordable test limit
Choose a total amount you can afford to risk, a defined service and market, and review criteria. Check estimated search demand and click costs before assuming that the budget can support enough useful activity.
A budget example — assumptions, not a forecast
Suppose a service contributes €600 per new customer before acquisition costs and overheads. You decide to allocate €120 per customer to acquisition. If 20% of qualified enquiries become customers, the corresponding acquisition allowance is €24 per qualified enquiry (€120 × 20%). For a goal of five customers, the model needs 25 qualified enquiries and allows €600 in total acquisition costs. Deduct management and setup costs to find the amount available for media. These numbers are illustrative, not KOAT prices or performance benchmarks.
Check the assumptions before funding the campaign
To estimate media requirements, use: required clicks = target qualified enquiries ÷ assumed click-to-qualified-enquiry rate. Estimated media spend = required clicks × estimated cost per click. Compare this estimate with your available media allowance. If the figures do not fit, revisit your assumptions, offer or goal rather than expecting a larger budget to solve the mismatch.
Use the currency in which you account for campaign costs. When serving Suriname and the Netherlands, research each market’s demand, language and competition separately; do not transfer one market’s click-cost assumptions to the other. Google Ads uses average daily budgets. For most campaigns, the monthly spending limit is based on 30.4 times that budget, and daily spend can vary. Review Google’s current budget guidance for your campaign type and any budget changes.
02
Clicks but no enquiries: where can it go wrong?
First distinguish between no recorded conversions and no actual enquiries. Check form records, received emails and calls before concluding that the campaign produced nothing. Then review the journey from the search to the enquiry.
The wrong visitor arrives
Inspect available search-term data and targeting. Are people seeking your service, researching a different product or looking for a job? Review irrelevant terms and actual geographic activity against the customers you can serve.
The promise breaks on the landing page
Check whether the ad and page describe the same service and next step. A broad homepage may leave the visitor searching for the advertised offer. Make the audience, scope and enquiry route easy to understand.
The action or measurement fails
Test the form on mobile and desktop, including validation, confirmation and delivery to your team. Verify the conversion event and whether it can count twice. A contact-button click does not prove that an enquiry was completed.
Review the lead journey in order
Avoid changing every setting at once. Identify the most plausible gap, document the change and assess it with enough relevant data. When the sample is small or the buying cycle is long, avoid firm conclusions from a few days of activity.
- Search and targeting: is the visitor’s intent relevant?
- Ad: does it describe the real offer accurately?
- Page: does it answer essential questions and load usefully on mobile?
- Form or call: can the visitor complete the intended action?
- Measurement: does the reported action match an actual enquiry?
- Follow-up: are enquiries received, answered and classified consistently?
Google describes conversion tracking as a way to connect ad interactions with valuable actions. Choose actions that reflect your business goal and test your implementation. Platform conversion counts and your sales records may differ, so investigate discrepancies rather than treating either as a complete explanation.
03
Google Ads or SEO: where should a service business start?
Begin with the website and offer when prospective customers cannot understand what you provide or complete an enquiry. Once those foundations are ready, choose the channel according to urgency, demand, budget and your ability to maintain the work.
Consider Google Ads first
This can suit a defined offer with relevant search demand when you need a controlled paid test and can fund it without assuming immediate profitability. Ads can generate visibility once eligible and serving; they do not guarantee enquiries.
Consider SEO first
This can suit a business that needs clearer service pages and useful answers to recurring questions, and can invest over time. Organic visibility takes work and has no guaranteed timeline. Content and technical improvements still need review and maintenance.
Consider a staged combination
A focused paid campaign may help you observe which messages and enquiries are relevant while you improve the website’s organic content. Evaluate each channel separately; paying for ads does not improve organic rankings.
What should Google Ads management include in the agreement?
If you outsource Google Ads, agree on the objective and responsibilities before approving spend. Ask the agency to distinguish media costs from its own fees and explain how it will report business outcomes. Exact deliverables depend on the agreed scope.
- Account ownership, access and approval responsibilities.
- Target service, audience, market and budget limits.
- Research, ad creation and ongoing review included in the fee.
- Landing-page and tracking work, including any separate costs.
- Definitions of an enquiry, a qualified enquiry and a customer.
- Reporting, review meetings and the process for budget changes.
No budget or agency process can guarantee a profitable campaign. A useful proposal makes assumptions visible and explains what will be checked when results differ from the plan.
